The All Nyishi Contractor’s Association (ANCA) has proposed that the upcoming 25,000-capacity football stadium being developed in Papum Pare district be named after Chowna Mein, citing his contributions to the development of sports and infrastructure in Arunachal Pradesh.

The proposal was included in a representation submitted on Thursday at the Arunachal Pradesh State Secretariat. The memorandum was submitted by ANCA President Tatung Nai Robin, Convenor Nicter Tare John, and IPR Secretary Tatung Tama, reiterating points earlier highlighted during the association’s briefing.

The association urged the state government to give due consideration to its suggestions, stating that naming the stadium after Chowna Mein would be a fitting recognition of leadership and service, while its other concerns were raised in the broader interest of governance and fiscal discipline.

In its representation, ANCA stated that the appointment of two Deputy Chief Ministers would fragment leadership and dilute the principle of collective responsibility under Article 164(2) of the Constitution. The association argued that creating an additional constitutional post would impose an avoidable financial burden on the state exchequer, contrary to fiscal prudence and austerity at a time of limited resources. It further maintained that Arunachal Pradesh has historically functioned with a lean executive structure and that a unified, single-DCM model ensures administrative clarity, decisiveness, and efficiency.

ANCA also contended that the longest-serving tenure of Chowna Mein as Deputy Chief Minister merits exclusive recognition, and that appointing a second DCM could create perceptions of political accommodation and coalition pressure rather than merit-based governance. The association emphasized that public interest, voter expectations, and historical precedents favour a stable, single-DCM structure, asserting that rejecting the proposal would reinforce decisive governance while preserving institutional balance in the state.

Chief Minister Pema Khandu addressed the 7th General Conference of the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) at Pasighat, urging public servants to look beyond personal demands and focus on their duty towards effective public service delivery.

Emphasising the larger role of government employees, the Chief Minister said that such conferences should not be confined to discussions on demands and memorandums alone. Instead, he called upon members to utilise the platform meaningfully to collectively brainstorm innovative ideas, people-centric schemes, and actionable plans to improve governance and service delivery across the state.

“From demands to duty, from discussion to delivery that must be our shared commitment,” CM Khandu said, stressing that public service must ultimately translate into tangible benefits for the people.

The conference was also attended by PD Sona, Minister of Education, Rural Works, Parliamentary Affairs, Tourism, and Libraries, and Kaling Moyong, State President of the Bharatiya Janata Party (BJP), along with senior officials and representatives of various service associations.

The leaders echoed the Chief Minister’s call for innovation, accountability, and commitment in strengthening public administration and delivering efficient, responsive governance to the people of Arunachal Pradesh.

Ziro, Jan 21:

The District Administration of Lower Subansiri has ordered the unsealing of an illegal Masjid/Mosque located at Suluya, Old Ziro to allow its immediate demolition by the land owner.

According to an official order issued by the Office of the Deputy Commissioner, Lower Subansiri District, the mosque was earlier sealed on December 29, 2025, following a complaint lodged by ST Bachao Andolan, Ziro, pending an amicable settlement.

The administration received a letter dated January 19, 2026, from the Chairman and Secretary of the Old Ziro Market Welfare Committee requesting the unsealing of the structure so that the land owner, Shri Rubu Tapa, could demolish the mosque at his own expense.

Acting on the request, the Circle Officer, Ziro, has been directed to unlock the sealed mosque at Suluya with immediate effect to facilitate demolition of the structure by the land owner.

The chairman of Arunachal ST Bachao Andolan, Sol Dodum, on Tuesday extended solidarity support to the bandh callers in Ziro and warned the district administration that a 48-hour bandh would be enforced after 14 days, if the demands raised during today’s bandh are not met. He stated that the bandh would be carried out jointly with ST Bachao Andolan members from all districts of the state.

Addressing the Deputy Commissioner of Lower Subansiri district, Dodum clarified that he is not against any religion or place of worship, including masjid, mandir, church, or Nyedar Namlo. However, he emphasised that the agitation is against illegally constructed structures that allegedly lack proper legal documentation.

He reiterated that authorities must listen to public grievances, asserting that if the local public does not want an illegal structure, the government has no right to retain it. According to him, any construction without valid documents must be dealt with strictly as per law.

The warning comes amid heightened tension in Ziro, where bandh activities continue over demands for action against alleged illegal constructions.

The Arunachal ST Bachao Andolan (Lower Subansiri District Unit), in coordination with the United Joint Youth Steering Committee, Bamin Michi Youth Association, Siiro Youth Association, and the Arunachal Pradesh Indigenous Youth Organisation, has announced a 24-hour bandh across the entire Lower Subansiri district on January 21, 2026.

According to the organisers, the bandh is being called to press their long-standing demand for the demolition of two allegedly illegal masjids, one located at Pare Ami, Hapoli, and the other at Sullya, Old Ziro.

The organisations stated that a meeting was convened by the district administration to discuss the issue. However, ST Bachao Andolan chairman Millo Ambo alleged that the meeting failed to reach any meaningful conclusion as the Deputy Commissioner, Oli Perme, was absent. Following this, the organisations decided to proceed with the bandh, which they said had already been announced last week.

It may be recalled that in December 2025, the Lower Subansiri district administration had constituted a committee to verify the legal status of the two religious structures. After verification, the authorities sealed both masjids on December 29, 2025, citing the absence of valid legal documents and permits.

Since then, the Arunachal ST Bachao Andolan (Lower Subansiri District Unit) has been consistently demanding the demolition of the sealed structures, maintaining that they continue to remain illegal.

The organisations have appealed to the public from all communities and walks of life to extend support to the bandh call and cooperate in making it successful.

One alleged cadre of the NSCN-KYA surrendered before security forces following a joint operation in Longding district of Arunachal Pradesh on Sunday, officials said.

According to official sources, acting on specific intelligence inputs regarding the presence of an active insurgent in and around Longding Bazaar, a joint operation was launched on January 19 by the Khonsa and Longding battalions of the Assam Rifles in coordination with the Arunachal Pradesh Police.

Security personnel reportedly established contact with the suspect through ground sources and engaged in sustained counselling and negotiations. After several hours of dialogue, the individual agreed to surrender voluntarily.

The surrendered cadre has been identified as Akha alias Khawang Wangsu (38), a resident of Longphong village under Pangchau Circle in Longding district. He was reportedly associated with the NSCN-KYA and had joined the outfit in September 2025.

Following the surrender, the individual was taken into custody by the joint security team and later handed over to Longding Police Station at around 4 pm for further legal proceedings.

Officials stated that the operation was carried out based on credible intelligence inputs and close coordination with local police as part of ongoing efforts to curb insurgency-related activities in the district.

The Papu Hills Police have cracked a major cyber fraud case involving the illegal transfer of ₹12.72 lakh from a woman’s savings account through unauthorized UPI transactions. The case has been registered as PHPS Case No. 113/25 under Sections 306/318(4)/319 of the Bharatiya Nyaya Sanhita read with Sections 66(C) and 66(D) of the IT Act, 2000.

According to police sources, the complaint was lodged by Smt. Biri Piomey, wife of Shri Biri Tach, a resident of Down Press Colony, Papunallah, who reported that between 6 November 2025 and 14 December 2025, a total amount of ₹12,72,000 was siphoned off from her SBI savings account through UPI transactions without her knowledge or consent. The matter came to light after she noticed a transfer of ₹50,000 to her private driver’s account on 27 November 2025. Although the amount was later refunded, the driver failed to provide a convincing explanation, raising suspicion.

During investigation, police examined the bank statements of the victim and the accused and found that ₹9.20 lakh had been transferred to the account of the driver, Vijay Kitnya, while ₹3.72 lakh had been credited to another account belonging to his sister, Tilling Rija @ Priya Kitnya, taking the total fraudulent amount to ₹12.72 lakh. Further inquiry revealed that the accused had fraudulently obtained OTPs from the victim’s mobile phone while working for her, accessed her Google Pay details, created a Paytm account on his own handset, and siphoned off the money in installments to his Central Bank of India account as well as to his sister’s SBI account.

The accused, Vijay Kitnya (20), son of Late Hangton Kitnya and a resident of Lama Camp under Miao police station in Changlang district, was arrested from Dirak Gate in Mahadevpur on 18 January 2026 at around 12:30 pm. During the operation, police also seized a Bolero vehicle bearing registration number AS22E3217, which is suspected to have been purchased using the proceeds of the crime.

The Hon’ble Court has remanded the accused to three days of police custody to facilitate further interrogation and recovery in connection with the case. The investigation was carried out by a team comprising Inspector Gejum Basar, Constable Pappu Halder, and Lady Constable Dabom Lomi.

Police have once again urged the public to remain vigilant and safeguard their mobile phones, OTPs, and UPI credentials to prevent cyber and financial fraud.

Seeking greater administrative balance and regional equity, the All Arunachal Pradesh Youth Council (AAPYC) on Monday approached the Hon’ble Governor of Arunachal Pradesh at Raj Bhavan with a proposal to create two posts of Deputy Chief Minister—one each for the Eastern and Western zones of the state.

According to the youth body, Arunachal Pradesh’s vast terrain and uneven developmental challenges call for a decentralized leadership model. The Council argued that zonal Deputy Chief Ministers would help bridge administrative gaps, particularly in far-flung and border districts, while ensuring that both regions receive equal attention in policy execution.

AAPYC maintained that the proposed structure would not only accelerate decision-making but also strengthen coordination between the state government and local institutions. The organization stressed that region-specific leadership is crucial to addressing diverse socio-economic issues more effectively.

The delegation expressed confidence that the Governor would place the proposal before the appropriate constitutional and executive authorities for further consideration. Reiterating its stance, the Council said it would continue to advocate for reforms through democratic and constructive engagement.

The memorandum submission underscores the growing involvement of youth-led organizations in influencing governance-related discussions and pushing for administrative reforms aimed at inclusive development across Arunachal Pradesh.
