The All Nyishi Contractor’s Association (ANCA) has proposed that the upcoming 25,000-capacity football stadium being developed in Papum Pare district be named after Chowna Mein, citing his contributions to the development of sports and infrastructure in Arunachal Pradesh.
The proposal was included in a representation submitted on Thursday at the Arunachal Pradesh State Secretariat. The memorandum was submitted by ANCA President Tatung Nai Robin, Convenor Nicter Tare John, and IPR Secretary Tatung Tama, reiterating points earlier highlighted during the association’s briefing.
The association urged the state government to give due consideration to its suggestions, stating that naming the stadium after Chowna Mein would be a fitting recognition of leadership and service, while its other concerns were raised in the broader interest of governance and fiscal discipline.
In its representation, ANCA stated that the appointment of two Deputy Chief Ministers would fragment leadership and dilute the principle of collective responsibility under Article 164(2) of the Constitution. The association argued that creating an additional constitutional post would impose an avoidable financial burden on the state exchequer, contrary to fiscal prudence and austerity at a time of limited resources. It further maintained that Arunachal Pradesh has historically functioned with a lean executive structure and that a unified, single-DCM model ensures administrative clarity, decisiveness, and efficiency.
ANCA also contended that the longest-serving tenure of Chowna Mein as Deputy Chief Minister merits exclusive recognition, and that appointing a second DCM could create perceptions of political accommodation and coalition pressure rather than merit-based governance. The association emphasized that public interest, voter expectations, and historical precedents favour a stable, single-DCM structure, asserting that rejecting the proposal would reinforce decisive governance while preserving institutional balance in the state.
