Toko Tatung Flags Family Rivalries in Panchayat Polls, Suggests One-Tier System in Arunachal
During Day 2 of the Fifth Session of the Eighth Arunachal Pradesh Legislative Assembly, Yachuli MLA Toko Tatung expressed concern over the growing rivalry among blood relatives during Panchayat elections, particularly at the Gram Panchayat level.
Participating in the discussion, Tatung said grassroots elections have increasingly led to misunderstandings and disputes among brothers and close relatives, resulting in long-term social divisions and a weakening of unity within village communities.
Elaborating on his concern, the MLA pointed out that many Gram Panchayats comprise only 30–50 people, most of whom often belong to the same extended family. During elections, brothers and close relatives frequently contest against one another, turning family members into political rivals and creating disharmony and lasting bitterness within households. Tatung emphasised that if the state were to reconsider the existing structure and adopt a one-tier Panchayati Raj system, limiting representation to the Zilla Parishad level, such social conflicts and family rivalries could be significantly reduced.

Referring to Article 243B of the Constitution of India, Tatung pointed out that states with smaller populations are permitted to function without an intermediate tier of Panchayati Raj institutions. States such as Goa and Sikkim operate Panchayati Raj systems without an intermediate tier, reflecting the constitutionally sanctioned flexibility in local governance structures. Tatung suggested that the government reconsider the existing arrangement and explore the adoption of a one-tier Panchayati Raj system with representation only at the Zilla Parishad level.
It may be recalled that the state legislature abolished the Anchal Samiti level in 2018 through an amendment to the Arunachal Pradesh Panchayati Raj Act, thereby reducing the Panchayati Raj structure from three tiers to two.
Calling for wider deliberation, Tatung urged the government to examine the issue in the larger interest of social harmony and effective grassroots governance in Arunachal Pradesh.

Supreme Court Stays Bail Cancellation Order in Talo Potom Case
The Supreme Court on Monday stayed the Gauhati High Court’s order that had cancelled the bail of former Itanagar Capital Complex Deputy Commissioner Talo Potom in an alleged abetment-to-suicide case.
The High Court’s Itanagar Permanent Bench, through its judgment dated January 22, 2026 (CRLP No. 253/2025), had cancelled the bail granted to Potom in November 2025. Following the cancellation, the Special Investigation Team (SIT) had stated that the accused officer was absconding and that search operations had been intensified to trace him.
Hearing a Special Leave Petition filed by Potom, a Bench of the Supreme Court of India stayed the operation of the High Court order until further hearing. With this stay, the cancellation of bail has been temporarily put on hold, and the earlier bail granted to the accused will continue for the time being.
The Supreme Court issued notice to the State of Arunachal Pradesh and the complainant, granting them four weeks to file their replies. The matter will be listed for further hearing after six weeks. The Court also directed the accused to cooperate with the ongoing investigation and allowed him to file an additional affidavit raising further grounds.
