Mising Community Should Not Be Under ILP Regime: TMPK

Itanagar, May 31:

Tilak Doley, President of the Takam Mising Porin Kebang (TMPK), has stated that while the Mising community supports the implementation of the Inner Line Permit (ILP) in Arunachal Pradesh for the protection of indigenous tribal identity, it cannot accept the application of the ILP regime to the community.

In a statement shared on social media, Doley said TMPK has always supported the safeguarding of indigenous communities. However, he maintained that the Mising people should not be treated in the same manner as outsiders for the purpose of ILP implementation, citing historical and long-standing socio-cultural ties with Arunachal Pradesh.

He said demands to bring the Mising community under the ILP regime overlook the historical relationship between the Mising people and Arunachal Pradesh. Doley noted that the Mising, Nyishi, Adi, Galo, Apatani and Tagin communities broadly belong to the Tibeto-Burman ethnolinguistic family and have shared historical and cultural connections. He also pointed out that members of the Mising community continue to reside in districts such as East Siang, Lower Siang, Namsai and Papum Pare.

According to Doley, the Mising people maintained deep-rooted links with Arunachal Pradesh even before the introduction of the ILP system by the British administration, making demands to apply ILP to the community unnecessary and unfortunate.

He also opposed resistance to granting Permanent Resident Certificates (PRC) to Mising residents of Arunachal Pradesh and described attempts to impose ILP on the community as regrettable.

“The Mising people are not seeking to assert dominance or demand special privileges in Arunachal Pradesh. However, based on historical context and long-standing ties, we cannot accept the application of ILP to the Mising community,” Doley said.

BJYM Seeks FIR Over Fake CM Resignation Report

Itanagar, May 31:

The Bharatiya Janata Yuva Morcha (BJYM), Itanagar District Unit, has lodged a complaint with the Itanagar Police Station seeking registration of an FIR over the circulation of alleged fake news claiming that Arunachal Pradesh Chief Minister Pema Khandu had resigned from office.

In a letter submitted to the Officer-in-Charge of Itanagar Police Station on May 31, BJYM Itanagar District President Oje Jerang alleged that false and misleading information regarding Khandu's resignation was circulated through the official Facebook page of NE News. The youth wing stated that the publication of the unverified report created confusion among the public and had the potential to disturb public harmony while tarnishing the reputation of both the Chief Minister and the Government of Arunachal Pradesh.

The complaint named several officials associated with Prag Network and NE News, including Chairman and Managing Director Dr. Sanjive Narain, President Akshata Narain, Editor-in-Chief Prasanta Rajguru, and Channel Head Nabanitta Kalita. BJYM urged the police to conduct a thorough investigation into the matter and take appropriate legal action against those responsible for allegedly spreading misinformation on social media platforms.

The development comes amid ongoing speculation surrounding allegations against Chief Minister Pema Khandu. On Sunday, the Arunachal Pradesh BJP closed ranks behind the Chief Minister, asserting that the party remains united and that any decision regarding leadership would only be taken after the completion of the judicial process.

State BJP President Kaling Moyong said the party would respect and abide by the judicial process and refrain from making any premature decisions while investigations are underway. He emphasized that the BJP remains committed to due process and would not be guided by speculation or unverified reports.

The BJP's statement came a day after party leaders strongly dismissed reports suggesting that Khandu was stepping down as Chief Minister, describing the claims as false, misleading, and without any factual basis.

The controversy has sparked widespread discussion across social media, with BJP leaders and party workers calling for responsible journalism and caution against the dissemination of unverified information that could mislead the public and create unnecessary confusion.

AAPYO Demands Suspension of Cops, Rs 1 Crore for Gumin Mize

Itanagar, May 30:

The All Arunachal Pradesh Youth Organization (AAPYO) has demanded the immediate suspension of all police personnel allegedly involved in the custodial torture of anti-drug activist Gumin Mize, while also seeking compensation of Rs 1 crore for the mental and physical suffering he is alleged to have endured during his detention.

In a representation submitted to the Senior Superintendent of Police (SSP), North Lakhimpur, on Saturday, the organization expressed serious concern over the alleged custodial abuse of Mize and called for a thorough, fair, and impartial investigation into the incident.

According to AAPYO, Mize sustained grievous injuries while in police custody. The organization stated that photographs reportedly taken after his release show multiple bruises, swelling, and blue marks on different parts of his body. It alleged that the injuries indicate severe physical assault and raise serious questions regarding the treatment meted out to him during his detention.

AAPYO further claimed that the alleged custodial torture caused significant mental trauma to Mize, adversely affecting his physical and psychological well-being. In view of the alleged suffering endured by the anti-drug activist, the organization demanded that the authorities provide compensation of Rs 1 crore as a measure of relief and justice.

The youth organization also urged the police administration and concerned authorities to ensure accountability by taking strict action against any personnel found responsible after due investigation. It emphasized that incidents of alleged custodial violence undermine public confidence in law enforcement agencies and highlighted the need for transparency and adherence to legal procedures.

AAPYO reiterated that every citizen is entitled to protection under the law and that allegations of custodial abuse must be dealt with seriously to uphold the principles of justice and human rights.

The organization had earlier, on May 25, sought departmental action against police personnel allegedly involved in the incident. At that time, it stressed that accountability, due process, and respect for human rights are essential for maintaining public trust in law enforcement institutions.

AAPYO has now renewed its appeal for swift action, calling on the authorities to conduct an impartial inquiry and ensure that those found responsible are held accountable in accordance with the law.

AFTF Urges Govt to Replace 80:20 Ratio with ST-PRC Criteria

Itanagar, May 29:

Itanagar, May 29: The Arunachal Frontier Tribal Front (AFTF) has submitted a detailed representation to the Government of Arunachal Pradesh seeking the complete abolition of the 80:20 ratio criterion in the state's recruitment system and urging the government to introduce stricter eligibility measures to safeguard employment opportunities for indigenous tribal communities.

In a memorandum submitted to Chief Minister Pema Khandu on May 29, the organization described the existing 80:20 ratio policy as outdated and no longer relevant to present-day Arunachal Pradesh. The representation was signed by AFTF Chairman Tadak Nalo and General Secretary Tarba Japan.

According to the memorandum, the 80:20 ratio was introduced in 1990, under which 80 per cent of government posts are reserved for Arunachal Pradesh Scheduled Tribe (APST) candidates while the remaining 20 per cent are kept unreserved. The organization argued that the policy was framed at a time when literacy levels in the state were low and there were comparatively fewer qualified APST candidates available for government services.

The AFTF contended that the present socio-economic conditions of Arunachal Pradesh have changed considerably and that the state is currently facing a growing unemployment challenge among its youth. It stated that continuation of the 20 per cent unreserved quota could adversely affect the long-term socio-cultural, economic and political interests of the indigenous population of the state.

As part of its demands, the organization has urged the state government to make both the Scheduled Tribe (ST) Certificate and Permanent Residential Certificate (PRC) of Arunachal Pradesh mandatory eligibility documents for candidates appearing in examinations conducted by the Arunachal Pradesh Public Service Commission (APPSC) and Arunachal Pradesh Staff Selection Board (APSSB).

The AFTF has also sought the introduction of a mandatory tribal language or dialect component during the viva-voce stage of recruitment examinations conducted by APPSC and APSSB. According to the representation, APST candidates should be able to communicate in their respective tribal languages or dialects as part of the selection process.

To support its demand, the organization cited recruitment practices followed in several northeastern states. The memorandum stated that Mizoram requires a PRC, ST certificate and knowledge of the Mizo language for participation in recruitment examinations. It further claimed that Manipur mandates residency credentials and proficiency in Manipuri or tribal dialects, while Sikkim requires local employment and subject certificates for eligibility.

The representation also referred to Assam's recruitment system, which reportedly requires domicile and residency certificates along with proficiency in Assamese or other recognized state languages. Similarly, Nagaland was cited as requiring an Indigenous Inhabitant Certificate for candidates seeking to participate in recruitment examinations.

Based on these examples, the AFTF argued that most northeastern states have established safeguards ensuring that recruitment opportunities primarily benefit indigenous residents, and suggested that Arunachal Pradesh should adopt similar measures to protect local interests.

The organization further stated that examination calendars for APPSC and APSSB have already been announced and that several major recruitment examinations are scheduled in the coming months. It maintained that any decision regarding the 80:20 ratio should be taken before the Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE) 2026 Preliminary Examination, which is scheduled for September 2026.

The memorandum also highlighted a public awareness and signature campaign reportedly conducted by the AFTF on January 28, 2026, during which the organization claimed to have collected more than 25,000 signatures supporting the demand for scrapping the 80:20 ratio criterion.

Seeking urgent intervention, the AFTF has requested the state government to address its demands within 30 days and set June 30, 2026, as the deadline for action on the issue.

The state government has not yet issued an official response to the representation.

Conversions Threaten Arunachal’s Indigenous Identity: Techi Gubin

Itanagar, May 29:

Padma Shri awardee, retired Chief Architect, and prominent tribal welfare leader Techi Gubin has expressed serious concern over what he describes as the rapid rise in religious conversions in Arunachal Pradesh, warning that the state's indigenous tribal identity, traditional faith systems, and cultural heritage are facing increasing challenges.

Gubin, who was recently conferred the prestigious Padma Shri by President Droupadi Murmu for his contributions to public service and social work, shared his views during an interaction with Panchjanya contributor Nancy Bajpai.

A respected public servant, cultural conservationist, and social activist, Gubin served the Arunachal Pradesh government for nearly four decades, eventually holding the positions of Chief Architect and Director of Housing. He currently serves as the All-India Vice President of the Akhil Bharatiya Vanvasi Kalyan Ashram and is a senior advisor to the Indigenous Faith and Culture Society of Arunachal Pradesh (IFCSAP).

Concern Over Rising Conversions

Speaking on the issue of religious conversion, Gubin claimed that the Christian population in Arunachal Pradesh has increased from approximately 0.79 percent in 1971 to nearly 40 percent in recent years. He cautioned that if the trend continues unchecked, Arunachal Pradesh could eventually become a predominantly Christian state, fundamentally altering the cultural and religious landscape of the region.

According to Gubin, the preservation of indigenous faiths and traditional tribal practices is crucial to safeguarding Arunachal Pradesh's unique identity. He argued that large-scale conversions pose a challenge to the continuity of indigenous belief systems that have been practiced by tribal communities for generations.

Demand for Delisting of Converted ST Members

Gubin also renewed his long-standing demand for the delisting of Scheduled Tribe (ST) members who convert to other religions from the reservation framework.

Referring to a Supreme Court judgment delivered on March 24, 2026, concerning the loss of Scheduled Caste status following conversion to Christianity or Islam, he argued that a similar principle should be considered for Scheduled Tribes. He maintained that individuals who convert continue to avail themselves of constitutional reservation benefits meant for tribal communities while also receiving support from missionary organisations.

According to Gubin, such a situation creates what he termed a “double benefit” system, raising questions about the purpose and distribution of affirmative action provisions.

Indigenous Faith Protection Efforts

Highlighting efforts to preserve traditional faiths, Gubin said the Arunachal Vikas Parishad has established more than 600 prayer centres across the state. He stated that these centres aim to strengthen indigenous spiritual traditions, promote cultural awareness, and provide community support to tribal populations.

He emphasized that these initiatives are intended to encourage younger generations to remain connected with their ancestral customs, rituals, and belief systems.

Conversions a Greater Challenge Than External Threats

In one of his strongest remarks, Gubin stated that religious conversion represents a more immediate challenge to Arunachal Pradesh than external security concerns.

While acknowledging China's territorial claims over Arunachal Pradesh, he argued that the social and cultural changes brought about by religious conversions pose a greater threat to the state's traditional identity than any immediate external danger.

According to him, the gradual erosion of indigenous customs and practices could have long-term consequences for the preservation of tribal heritage.

Concerns Over Islamic Conversions and Demographic Changes

Gubin further alleged that conversions to Islam among indigenous communities are also increasing and claimed that new organisations are emerging around such conversions.

Additionally, he voiced concern over demographic changes within the state. He alleged that illegal immigrants expelled from neighbouring states often find refuge in Arunachal Pradesh, contributing to shifts in the state's demographic composition.

He stressed the need for stricter monitoring and effective implementation of laws to protect the interests of indigenous tribal communities and maintain the state's demographic balance.

Renewed Debate on Identity and Reservation Policies

Gubin's remarks have once again brought issues of religious conversion, tribal rights, reservation benefits, indigenous faith preservation, and demographic change into public discussion.

The debate continues to generate diverse opinions across Arunachal Pradesh, with supporters arguing for stronger safeguards to protect tribal traditions, while others emphasize constitutional guarantees relating to religious freedom and individual choice.

As discussions intensify, Gubin's statements are likely to further fuel conversations on the future of indigenous identity, cultural preservation, and reservation policies in Arunachal Pradesh.

Rare Blueberry Relative Rediscovered in Arunachal

Vijaynagar, May 26:

In a remarkable botanical breakthrough, scientists have rediscovered Vaccinium piliferum, a rare and endangered wild relative of the blueberry, in Arunachal Pradesh nearly 188 years after it was first documented during the colonial era.

The species was rediscovered during extensive field surveys conducted in Vijoynagar of Changlang district by researchers from the Society for Education and Environmental Development (SEED), the CSIR–North East Institute of Science and Technology and collaborating institutions. The findings were recently published in the international peer-reviewed journal Feddes Repertorium.

Researchers stated that the species was originally collected in November 1836 by renowned British botanist William Griffith from the Mishmi Hills region of present-day Arunachal Pradesh. A second collection was later recorded in 1850 from the Khasi Hills of Meghalaya by celebrated botanists Joseph Dalton Hooker and T. Thomson. However, no confirmed sightings or scientific records of the species had been reported for more than a century and a half.

The newly discovered population was located along tributaries of the Noa-Dihing River near Vijoynagar at elevations ranging between 1,150 and 1,280 metres above sea level. Scientists documented only 16 individual plants spread across an area of approximately two square kilometres, with most of the plants occurring in isolated patches far from one another.

Re-discovered Vaccinium piliferum plant.

Already classified as “Endangered” on the International Union for Conservation of Nature (IUCN) Red List, the species faces serious threats due to its extremely limited population size and fragile forest habitat. Researchers have also recorded GPS coordinates of the identified plants to support long-term monitoring and future conservation initiatives.

Belonging to the Ericaceae family, which includes blueberries and cranberries, Vaccinium piliferum is described as a climbing shrub capable of growing up to 4.5 metres in height by attaching itself to surrounding trees in dense forest ecosystems. The species produces pale green bell-shaped flowers and dark purple berry-like fruits coated with a whitish-blue waxy layer, closely resembling cultivated blueberries.

According to the study, the rediscovered population displayed several previously undocumented characteristics, including an epiphytic growth habit, reddish leaf margins and distinctive blueberry-like fruits. Scientists noted that these new observations could contribute significantly to the understanding of the species’ ecology and evolutionary adaptation.

Researchers said the rediscovery once again highlights the extraordinary ecological richness of Arunachal Pradesh and the Eastern Himalayan biodiversity hotspot. They emphasized that continued botanical exploration and habitat conservation in remote Himalayan forests remain crucial for protecting rare and lesser-known plant species from extinction.

Gumin Mize Case: Fresh Video Surfaces Amid Custodial Assault Claims

Itanagar, May 25:

Fresh visuals allegedly showing physical injury marks on anti-drug activist Gumin Mize have surfaced online, intensifying public debate surrounding his arrest and alleged custodial assault.

The development comes hours after Lakhimpur Senior Superintendent of Police Gunendra Deka, during a press briefing on Monday, rejected claims linked to previously circulated photographs and stated that the images circulating on social media were neither from the police station, hospital nor the court.

According to the SSP, Gumin Mize had also alleged before the court that he was tortured in custody. He stated that a medical examination was conducted following court orders and the report did not indicate any physical abuse or harm on Mize. The SSP further said that the media could access the medical reports.

Earlier, photographs purportedly showing bruises and injury marks on Mize’s body had surfaced across social media platforms and several news channels. However, the emergence of a full video allegedly showing physical injury marks has now raised serious questions over the statements made during the press briefing by SSP Gunendra Deka.

The authenticity of the newly surfaced visuals has not been independently verified.

Meanwhile, members of the Arunachal Anti-Drug Warriors alleged that Mize was physically assaulted while in custody following his arrest near Itanagar on May 20. According to the group, they were allowed to meet him on May 23 after obtaining police permission and allegedly noticed bruises on his arms, back, and legs during the interaction.

The emergence of the latest video has further intensified demands from several quarters for an independent investigation into the matter.

In a related development, the Adi Students’ Union has announced a 12-hour bandh across the Adi belt on May 27 in connection with the ongoing Gumin Mize issue. The union strongly condemned the alleged torture of the anti-drug activist and demanded justice.

The bandh is expected to affect normal movement and public services in several areas across the region during the protest period.

Arunachal Climbs to Akanshi-1 in Latest PGI 2.0 Education Report

New Delhi, May 25:

Arunachal Pradesh has recorded one of the sharpest improvements in school education performance among northeastern states in the latest Performance Grading Index (PGI) 2.0 report released by the Union Ministry of Education for 2024–25.

According to the report, Arunachal Pradesh secured 527 out of 1,000 points, registering an improvement of more than 65 points from the previous assessment cycle. With the latest rise, the state has climbed into the Akanshi-1 grade category, marking a significant milestone for the frontier state’s education sector.

Although the state continues to trail the country’s top-performing education systems, the latest report highlights visible progress in key areas, particularly educational equity and school access. The improvement reflects gradual gains in reaching students from remote, rural, and disadvantaged communities across Arunachal Pradesh.

The Performance Grading Index evaluates states and Union Territories across six major domains:

Learning Outcomes and Quality Access

Infrastructure and Facilities

Equity

Governance Processes

Teacher Education and Training

Despite the improvement, the report also underlines several persistent structural challenges facing Arunachal Pradesh. Learning outcomes in many districts remain below stronger-performing states, while infrastructure gaps, shortage of facilities in remote schools, difficult terrain, and administrative bottlenecks continue to impact the education system.

Education observers say the latest jump nevertheless signals positive momentum for the state, especially considering the logistical and geographical difficulties involved in delivering educational services across remote mountainous regions.

Northeast India Records Uneven Progress

The latest PGI 2.0 report presents a mixed picture for Northeast India, with some states recording major gains while others continue to struggle in core education indicators.

Assam emerged as the best-performing northeastern state with a score of 593.6, improving by more than 82 points and entering the Prachesta-3 category. The state performed strongly in governance, learning outcomes, and access indicators.

Sikkim also registered significant progress by scoring 603.3 and moving into the Prachesta-3 grade band. The Himalayan state recorded some of the region’s highest scores in infrastructure and school facilities.

On the other hand, Meghalaya continued to remain the lowest-performing state in the country with a score of 448, staying in the Akanshi-3 category. The report highlighted continuing weaknesses in governance systems, infrastructure, and learning outcomes.

The Ministry of Education noted that interstate disparities in school education performance have gradually narrowed over the years due to increased monitoring, reforms, and targeted interventions. According to the report, the national performance gap among states has reduced significantly since the introduction of the PGI framework, indicating gradual improvement in overall school education standards across the country.

Arunachal Anti-Drugs Warriors Raise Concern Over Missing Gun Licence

Itanagar, May 24:

The Arunachal Pradesh Anti-Drugs Warriors Team has raised concern over the alleged missing gun licence of its President, Shri Gumin Mize, after a visit to the Itanagar Police Station to collect his belongings and submitted materials.

According to sources from the organisation, members of the Arunachal Pradesh Anti-Drugs Warriors Team, accompanied by the APIYO Team, visited the police station to retrieve the belongings and documents related to Shri Gumin Mize. During the process, the team members stated that the Investigating Officer informed them that only the individual who originally submitted the belongings has the authority to reclaim all the deposited items.

However, while verifying the collected belongings and documents, the team reportedly discovered that the gun licence of Shri Gumin Mize was missing from the submitted materials. The matter has since triggered concern among the members of the organisation.

The Arunachal Pradesh Anti-Drugs Warriors Team has urged both the Itanagar Police Station and the Bihpuria Police Station to take responsibility for the missing document and provide proper clarification regarding the issue.

The team further appealed to the concerned authorities to conduct a transparent investigation into the matter and ensure that all belongings and official documents submitted to the police are properly accounted for and returned without discrepancy.

Arunachal Govt Introduces AI-Based Teacher Transfers

Itanagar, May 24:

P. D. Sona has announced that all teacher transfers and postings in Arunachal Pradesh will now be carried out through an AI-based portal, with no scope for political or bureaucratic intervention in the process.

Speaking on the reform, the minister stated that the Arunachal Pradesh Transfer and Posting of Employees of Education Department (Regulation and Management) Bill, 2026, was passed unanimously in the State Assembly. The initiative aims to bring greater transparency, fairness, and accountability in the transfer and posting system of teachers across the state.

Sona informed that the Education Department is working to complete the transfer process before the commencement of the new academic session so that teachers are available at their respective schools on time. He added that intra-district teacher transfers have already been completed, while inter-district transfers are currently underway.

Highlighting the existing imbalance in teacher deployment, the minister said that urban areas currently have a higher concentration of teachers, whereas many rural and remote schools continue to face shortages. To address this issue, District Deputy Directors of School Education (DDSEs) have been directed to rationalise teacher distribution, and surplus teachers will be transferred inter-district wherever necessary.

The minister further warned that any attempt to influence transfers through political pressure, recommendations, or unofficial notes (UO notes) would be recorded in the concerned employees’ service records.

According to the government, the reform is expected to improve equitable teacher distribution, particularly in remote and underserved areas, while ensuring a transparent and merit-based transfer system across the state.

Tirap Man’s Tragic Death in Andhra Sparks Outrage Over Alleged Police Negligence

Andhra Pradesh/Tirap:

The tragic and untimely death of Late Kamlo Mophuk, aged 51, son of Late Wangkop Mophuk and a resident of Lazu village under Tirap district of Arunachal Pradesh, has sparked widespread grief, concern, and outrage across the state.

According to sources, Mr. Mophuk boarded a train from Tinsukia on 16 May 2026 to travel to Bengaluru, where his daughters are employed. During the journey, he was allegedly attacked and physically assaulted by unidentified individuals inside the train. Fearing for his safety, he reportedly got down at Ongole Railway Station in Prakasam district of Andhra Pradesh on 18 May and attempted to seek assistance from the Railway Police.

However, family members and sources alleged that despite his vulnerable condition and repeated pleas for help, the concerned authorities failed to provide immediate protection or adequate assistance. Mr. Mophuk later reportedly approached the local police station as well, but allegedly received little cooperation or support.

On the evening of 18 May, Mr. Mophuk contacted his daughter, Ngona Mophuk, informing her that some unknown individuals were allegedly following him. He reportedly expressed fear for his safety and mentioned that his mobile phone battery was running low. Later that night, around 11 PM, he spoke to his wife. His final conversation with his daughter reportedly took place the following morning at around 8 AM, after which his phone became switched off and remained unreachable.

Deeply worried by the sudden loss of contact, his daughters residing in Bengaluru immediately began searching for their father from 19 May onwards. Sources claimed that despite repeated requests for assistance, the family allegedly faced negligence, lack of urgency, and poor coordination from the concerned authorities during the crucial initial stages of the search operation.

It was only after the intervention of Hon’ble Minister Shri Wangki Lowang, who personally contacted the concerned authorities and pushed for immediate action, that the police and forest officials reportedly intensified the search efforts.

In a heartbreaking development, Mr. Mophuk’s body was eventually recovered near a cemetery area after authorities traced the location of his mobile phone. Shockingly, sources alleged that although the body was reportedly discovered on 21 May, the information was communicated to the grieving family only on 23 May, further intensifying public anger and criticism over the handling of the case.

Family members, well-wishers, and citizens across Arunachal Pradesh expressed deep sorrow and disappointment, stating that had the authorities shown greater sensitivity, urgency, and proper coordination from the beginning, the tragic outcome might possibly have been prevented.

The incident has now raised serious questions regarding the response mechanism, accountability, and conduct of the concerned officials in Andhra Pradesh. Citizens from various parts of Arunachal Pradesh have appealed for a fair, transparent, and impartial inquiry into the circumstances surrounding the death of Late Kamlo Mophuk and the alleged lapses by the authorities involved.

The people of Tirap district, along with citizens across the state, continue to mourn the loss of a fellow Arunachali whose final days were reportedly marked by fear, helplessness, and unanswered pleas for help.
