Arunachal Cabinet Extends Age Relaxation for APPSC Aspirants

Itanagar, June 16:

In a major relief for aspirants affected by delays in recruitment examinations, the Arunachal Pradesh Cabinet on Monday approved a one-year extension of the one-time upper age relaxation for eligible candidates of the Arunachal Pradesh Public Service Commission (APPSC). The decision was taken to ensure that candidates who became overage due to delays in the examination process are not deprived of employment opportunities.

According to the Cabinet decision, the benefit will be available to candidates who had applied for APPSC recruitment examinations advertised in 2022 and subsequently crossed the prescribed upper age limit because of postponements and delays in the conduct of examinations. The extension is intended to address concerns raised by affected aspirants and provide them with a fair chance to compete in upcoming recruitment processes.

The APPSC recruitment delays had impacted a large number of candidates, many of whom risked losing eligibility despite having applied within the prescribed age limits when the vacancies were originally notified. The state government had earlier granted a one-time age relaxation as a special measure, and the latest decision extends that relief by another year.

The Cabinet stated that the move reflects the government's commitment to safeguarding the interests of deserving candidates and ensuring fairness in public recruitment.

The extension is expected to benefit a significant number of aspirants awaiting APPSC examinations and recruitment notifications, offering them renewed hope and an additional opportunity to pursue government service.

HPC Submits Final APFRA Rules Report to Arunachal Govt After 48 Years

Itanagar, June 8:

In a significant development concerning one of Arunachal Pradesh’s most debated legislations, the High-Powered Committee (HPC) constituted by the State Government has finalized the draft rules under the Arunachal Pradesh Freedom of Religion Act (APFRA), 1978, and submitted its report and recommendations to Chief Minister on Monday.

The submission marks the culmination of months of consultations, deliberations, and stakeholder engagements undertaken after the State Government initiated the process of framing rules for the implementation of the Act. Although APFRA was enacted by the Arunachal Pradesh Legislative Assembly in 1978 and later received Presidential assent, it remained largely dormant for nearly five decades due to the absence of operational rules.

The Act was originally introduced with the objective of prohibiting religious conversions carried out through force, fraud, or inducement. However, without a framework for implementation, successive governments did not operationalize the legislation.

The issue regained prominence in recent years following demands from several indigenous organizations and cultural bodies, which maintained that the implementation of the Act was necessary to safeguard indigenous faiths, traditional practices, and cultural identities.

According to sources familiar with the proceedings, the committee examined suggestions and feedback from indigenous organizations, community leaders, government departments, legal experts, and religious groups before unanimously adopting the final draft report.

One of the key amendments approved by the committee is the extension of the reporting period for religious conversions. Under the revised draft, any individual undergoing religious conversion will be required to submit the prescribed declaration within three months, providing a more practical and flexible timeline than earlier proposals.

The committee has also incorporated a specific provision clarifying that the rules shall apply equally to all religions and communities, irrespective of faith or denomination, with the aim of ensuring uniform implementation of the law.

Chief Minister Pema Khandu acknowledged the committee’s efforts and confirmed the submission of the report. In a statement, he congratulated the committee members for their work and dedication throughout the process.

“My congratulations and thanks to Hon’ble Justice (Retd.) Brojendra Prasad Katakey Ji, the Chairman, and all Committee members for their tremendous work, commitment, and dedication,” Khandu said.

He also extended special appreciation to Ministers , , and for their leadership and valuable contributions during the drafting process.

With the report now submitted, the State Government is expected to examine the recommendations before taking a final decision on the notification and implementation of the APFRA Rules, a move that could bring the nearly 48-year-old legislation into operation for the first time.

Kurung Kumey district is likely to continue receiving heavy rainfall, while East Siang district may experience thunderstorms with lightning accompanied by heavy rainfall of 6–11 cm in 24 hours.

The risk of lightning-related incidents remains high, particularly for people working outdoors and those residing in exposed areas.

Farmers, commuters and travelers have also been urged to take necessary precautions in view of the forecast.

The warning comes at a time when monsoon activity is strengthening across the Northeast, with Arunachal Pradesh already witnessing widespread rainfall in several districts. The IMD is closely monitoring the evolving weather situation and has urged the public to keep track of official forecasts and updates over the coming days.

IMC Begins Eviction Drive Along NH-415 in Nirjuli

Itanagar, June 3:

The Itanagar Municipal Corporation (IMC) on Wednesday commenced an eviction drive against roadside vendors and unauthorized structures along National Highway-415 in Nirjuli, following the expiration of a 10-day deadline issued last month for the removal of encroachments.

Teams from the municipal body carried out the operation in areas where vendors had continued to occupy roadside spaces despite repeated directives. The drive focused on clearing illegal meat, fruit, and vegetable stalls as well as temporary structures erected along the highway, which authorities said were obstructing public spaces and contributing to increasing traffic congestion on one of the Capital Region’s busiest road corridors.

The action follows an order issued by IMC on May 25, directing all roadside meat, vegetable, and fruit vendors operating along NH-415 within the city limits to immediately cease business activities and dismantle their structures within ten days. The notice was issued by Joint Commissioner Khoda Lasa (APCS), who stated that the vendors were operating in a haphazard manner along the highway, creating serious concerns related to traffic management, sanitation, and public safety.

According to the municipal corporation, the open sale of meat and other perishable products in unhygienic roadside conditions poses potential health risks to the public. Authorities noted that such practices could increase the likelihood of zoonotic diseases, including Anthrax, Leptospirosis, Cysticercosis, Brucellosis, and Rabies. The corporation also observed that the concentration of vendors along the highway had led to frequent traffic bottlenecks, posing inconvenience to commuters and increasing the risk of road accidents.

IMC stated that the roadside vending activities violate provisions of the Arunachal Pradesh Municipal Corporation Act, 2019, the Arunachal Pradesh Municipal Act, 2007, and the Executive Order issued by the District Magistrate of the Capital Region on September 24, 2024. The corporation maintained that the eviction drive is part of a broader effort to ensure orderly urban development, improve public hygiene, and maintain smooth vehicular movement along NH-415.

Municipal officials appealed to vendors and shop owners to cooperate with the administration, emphasizing that the exercise is being undertaken in the larger public interest. They reiterated that strict action would continue against those who fail to comply with the regulations and warned that the cost of demolition and removal of debris would be recovered from the concerned vendors and structure owners.

The eviction drive is expected to continue in phases across other stretches of the highway as IMC intensifies its efforts to remove encroachments and restore public spaces within the Capital Region.

AFTF Urges Govt to Replace 80:20 Ratio with ST-PRC Criteria

Itanagar, May 29:

Itanagar, May 29: The Arunachal Frontier Tribal Front (AFTF) has submitted a detailed representation to the Government of Arunachal Pradesh seeking the complete abolition of the 80:20 ratio criterion in the state's recruitment system and urging the government to introduce stricter eligibility measures to safeguard employment opportunities for indigenous tribal communities.

In a memorandum submitted to Chief Minister Pema Khandu on May 29, the organization described the existing 80:20 ratio policy as outdated and no longer relevant to present-day Arunachal Pradesh. The representation was signed by AFTF Chairman Tadak Nalo and General Secretary Tarba Japan.

According to the memorandum, the 80:20 ratio was introduced in 1990, under which 80 per cent of government posts are reserved for Arunachal Pradesh Scheduled Tribe (APST) candidates while the remaining 20 per cent are kept unreserved. The organization argued that the policy was framed at a time when literacy levels in the state were low and there were comparatively fewer qualified APST candidates available for government services.

The AFTF contended that the present socio-economic conditions of Arunachal Pradesh have changed considerably and that the state is currently facing a growing unemployment challenge among its youth. It stated that continuation of the 20 per cent unreserved quota could adversely affect the long-term socio-cultural, economic and political interests of the indigenous population of the state.

As part of its demands, the organization has urged the state government to make both the Scheduled Tribe (ST) Certificate and Permanent Residential Certificate (PRC) of Arunachal Pradesh mandatory eligibility documents for candidates appearing in examinations conducted by the Arunachal Pradesh Public Service Commission (APPSC) and Arunachal Pradesh Staff Selection Board (APSSB).

The AFTF has also sought the introduction of a mandatory tribal language or dialect component during the viva-voce stage of recruitment examinations conducted by APPSC and APSSB. According to the representation, APST candidates should be able to communicate in their respective tribal languages or dialects as part of the selection process.

To support its demand, the organization cited recruitment practices followed in several northeastern states. The memorandum stated that Mizoram requires a PRC, ST certificate and knowledge of the Mizo language for participation in recruitment examinations. It further claimed that Manipur mandates residency credentials and proficiency in Manipuri or tribal dialects, while Sikkim requires local employment and subject certificates for eligibility.

The representation also referred to Assam's recruitment system, which reportedly requires domicile and residency certificates along with proficiency in Assamese or other recognized state languages. Similarly, Nagaland was cited as requiring an Indigenous Inhabitant Certificate for candidates seeking to participate in recruitment examinations.

Based on these examples, the AFTF argued that most northeastern states have established safeguards ensuring that recruitment opportunities primarily benefit indigenous residents, and suggested that Arunachal Pradesh should adopt similar measures to protect local interests.

The organization further stated that examination calendars for APPSC and APSSB have already been announced and that several major recruitment examinations are scheduled in the coming months. It maintained that any decision regarding the 80:20 ratio should be taken before the Arunachal Pradesh Public Service Combined Competitive Examination (APPSCCE) 2026 Preliminary Examination, which is scheduled for September 2026.

The memorandum also highlighted a public awareness and signature campaign reportedly conducted by the AFTF on January 28, 2026, during which the organization claimed to have collected more than 25,000 signatures supporting the demand for scrapping the 80:20 ratio criterion.

Seeking urgent intervention, the AFTF has requested the state government to address its demands within 30 days and set June 30, 2026, as the deadline for action on the issue.

The state government has not yet issued an official response to the representation.

The Itanagar Municipal Corporation (IMC) has issued a public notice directing all roadside meat, vegetable, and fruit vendors operating along National Highway 415 within the Itanagar Capital Region to immediately cease operations and remove their structures within 10 days.

According to the notice issued by the Office of the Commissioner, IMC, dated May 25, 2026, the corporation observed that many vendors have been operating in a “haphazard manner” along the highway roadside, creating concerns related to public health, hygiene, and traffic congestion.

The notice stated that the open sale of meat, fruits, and vegetables under unhygienic conditions poses serious health risks, including the possible transmission of zoonotic diseases such as Anthrax, Leptospirosis, Cysticercosis, Brucellosis, and Rabies.

IMC further said that such roadside commercial activities are also contributing to heavy traffic congestion along NH-415, one of the busiest roads in the capital region.

The corporation noted that these practices violate the District Magistrate’s Executive Order No. DC/Capital/JUD-01/2024 dated September 24, 2024, as well as provisions under Chapter XVI of the Arunachal Pradesh Municipal Corporation Act, 2019 and the Arunachal Pradesh Municipal Act, 2007.

The order was issued under the signature of Khoda Lasa, APCS, Joint Commissioner of Itanagar Municipal Corporation, in the interest of public safety and sanitation.
