In a notable push towards inclusive governance and digital transformation, the District Secretariat in Seppa on Thursday witnessed the inauguration of two key facilities, a dedicated crèche for staff children and a state-of-the-art Video Conference Hall.

Both facilities were inaugurated by Ealing Tallang, MLA of 10-Seppa East Assembly Constituency, in the presence of Yashaswini B, Deputy Commissioner of East Kameng; Shivendu Bhushan, Superintendent of Police, East Kameng; and Manjunath R, Additional Deputy Commissioner, Seppa (HQ), along with senior officials and staff of the district administration.

The newly established crèche facility, conceptualized by Deputy Commissioner Yashaswini B and funded through the DC Untied Fund, addresses a long-standing challenge faced by working mothers in the district administration.

The initiative was born out of a practical observation, many women employees, especially mothers of infants, were often compelled to bring their children to the workplace, balancing professional duties with childcare responsibilities under strain.

The crèche now provides a safe, secure, and child-friendly environment within the office premises, enabling employees to work with greater focus, dignity, and peace of mind. The initiative reflects a strong commitment to employee welfare and gender-responsive governance.

Speaking on the occasion, MLA Ealing Tallang described the facility as a progressive and people-centric intervention that strengthens women’s empowerment and promotes a healthier work culture.

Alongside, a fully digitalised and AI-enabled Video Conference Hall was also inaugurated, marking a major leap in the district’s administrative infrastructure.

Developed under the guidance of Deputy Commissioner Yashaswini B and funded through the DC Untied Fund, the facility integrates advanced Artificial Intelligence systems to ensure seamless and high-quality virtual communication.

Equipped with intelligent audio-visual systems, real-time noise cancellation, automated camera tracking, and smart conferencing tools, the hall is designed to facilitate efficient virtual meetings, inter-departmental coordination, and high-level conferences. AI integration further enhances user experience through adaptive controls, optimized connectivity, and improved clarity.

The facility is expected to reduce logistical challenges, minimize travel, and enable faster decision-making through real-time connectivity with state and national platforms. It also strengthens preparedness for digital governance initiatives and emergency coordination.

Chimpu Rent Row Sparks Debate Over Arbitrary Pricing

A recent rental advertisement for a newly constructed two-bedroom apartment (2BHK) in Chimpu has sparked widespread criticism on social media, with many residents questioning the rising cost of housing in the state capital.

The listing, which quoted a monthly rent of ₹16,000 along with a security deposit of ₹48,000, drew sharp reactions from users who described the pricing as excessive for the locality. The backlash has since evolved into a broader debate on the absence of standardized rental practices in Itanagar.

Several residents allege that rents are often determined solely at the discretion of landlords, without any clear benchmarks based on location, property condition, or prevailing market standards. This has resulted in noticeable inconsistencies, where similar properties are priced differently, leading to concerns over fairness and transparency in the rental market.

Many residents say that such inconsistencies are evident across nearby localities as well. In social media discussions, one user claimed to be paying ₹10,500 per month for a standard 2BHK in the Naharlagun G Extension market area, while another stated that their family pays ₹10,000 monthly for a similar 2BHK near Bank Tinali in Itanagar. These comparisons have further fueled concerns that rental pricing in certain areas is disproportionately high and not reflective of a uniform market structure.

The issue had previously drawn the attention of a prominent student organization. In 2024, the All Nyishi Students' Union (ANSU) submitted a memorandum to the state government, calling for the strict implementation of the Arunachal Pradesh Tenancy Act, 2022. The memorandum, addressed to the Chief Secretary, emphasized the need for effective enforcement of the Act to regulate rental housing and safeguard the interests of both landlords and tenants.

Despite the existence of the legislation, concerns persist over its limited implementation on the ground, with many residents arguing that stronger oversight is necessary to curb arbitrary pricing practices.

The recent Chimpu listing has thus reignited calls for clearer regulatory mechanisms and stricter enforcement of tenancy laws to ensure a more transparent and equitable housing market in Itanagar.

Sarli PHC Faces Doctor Shortage, Health Minister Reviews Services

During his visit to Sarli on the occasion of the Longte festival, Health Minister Biyuram Wahge conducted an on-ground assessment of healthcare services at the Primary Health Centre (PHC) in the remote border region of Kurung Kumey district. The visit highlighted critical gaps in medical infrastructure and manpower in one of the state’s most underserved areas.

The Sarli PHC, which caters to nearly 45 villages across Sarli and Polosang circles, is currently operating without a regular allopathic doctor. The facility is being managed solely by a single AYUSH Medical Officer, raising concerns about the availability of comprehensive healthcare services for the local population.

During the inspection, the minister interacted with healthcare staff to understand operational challenges and immediate requirements. He reviewed the existing infrastructure, availability of medicines, and the overall functioning of the centre, particularly in light of its strategic importance in a remote and border area.

Acknowledging the constraints faced by the medical team, Wahge assured that the government would take necessary steps to strengthen healthcare delivery in the region. He emphasized the need for improved staffing, better facilities, and enhanced support to ensure that residents receive timely and adequate medical care.

The minister also lauded the efforts of Medical Officer (AYUSH) Dr. Tarh Loth and his team for their commitment and dedication. Despite limited resources and manpower, the team has been consistently providing essential healthcare services to the local communities.

The visit comes at a time when Longte Yullo, an important spring festival of the Nyishi tribe marking the beginning of the agricultural season, is being celebrated across the region. The minister’s outreach during the festival underscores the government’s focus on addressing grassroots issues while engaging with local communities.

Health Minister Biyuram Wahge visited Sarli, one of the most remote regions of Arunachal Pradesh bordering China, to attend the closing ceremony of the Joint Longte Festival Sarli–Polosang.

The minister received a warm welcome from local leaders and a large gathering of residents, reflecting the strong community participation in the annual celebration. The festival showcased the vibrant traditions and cultural richness of the indigenous communities of the region.

Longte Yullo is a significant and ancient spring festival celebrated by the Nyishi tribe, particularly in the Kurung Kumey district. Observed annually in April, the festival marks the beginning of the agricultural season. It holds deep cultural and spiritual importance, as communities offer prayers and seek divine blessings for a prosperous harvest, peace, and the overall well-being of society.

The vibrant Maha Sangken International Festival 2026 was celebrated with great enthusiasm at Kongmu Kham (Golden Pagoda) on Tuesday, drawing prominent leaders and a large gathering of devotees and visitors.

Among those present were BJP State President Kaling Moyong, Deputy Chief Minister Chowna Mein, and Member of Parliament Tapir Gao, along with several MLAs and members of the public.

In a spirited display of support, a bike and scooty rally was organised in Basar on Tuesday in favour of the Nari Shakti Vandan Adhiniyam, drawing enthusiastic participation from women across Leparada district.

The rally was attended by Basar MLA Nyabi Jini Dirchi, ZPM Smti Karnya Bam Chiram, and Miss Eter Baam, along with several local women who turned up in large numbers. Riders carrying placards and raising slogans moved through key areas of Basar, creating a lively and engaging atmosphere.

Participants said the rally was not just a show of support but also an effort to raise awareness about women’s rights and representation. Many described it as a moment of pride, with women from different backgrounds coming together with a shared purpose.

It is widely seen as a significant step toward achieving greater gender equality in governance.

CoSAAP, NMOPS to Hold April 17 Rally in Itanagar for OPS Restoration

 


Itanagar, April 13:

The Confederation of Service Associations of Arunachal Pradesh (CoSAAP), the apex body representing state government employees, along with the state unit of the National Movement for Old Pension Scheme (NMOPS), has announced a protest rally on April 17 in Itanagar. The rally aims to press for the restoration of the Old Pension Scheme (OPS) by replacing the existing New Pension Scheme (NPS).

The rally is scheduled to begin from Ramakrishna Mission Hospital and will culminate at Indira Gandhi Park. Organisers expect participation from a large number of government employees across various departments and districts, making it one of the major employee-led demonstrations in recent times.

Speaking to reporters at the Arunachal Press Club on Monday, CoSAAP president Likha Tej said the demand for OPS has been raised repeatedly over the years, but has not received the desired response. “Employees across the state have been consistently demanding the restoration of OPS, as the current system does not provide adequate financial security after retirement,” he said.

He further stated that the association would continue its democratic movement and urged the government to take a serious and time-bound decision on the matter. According to CoSAAP, the issue directly affects the future of thousands of employees and their families.

Highlighting the differences between the two systems, CoSAAP leaders said the New Pension Scheme is market-linked and does not guarantee a fixed pension, unlike OPS which ensures a defined benefit after retirement. They added that this uncertainty has created concern among employees, especially those nearing retirement.

NMOPS state president Tamchi Tani also reiterated the demand and appealed to the government to address the issue at the earliest. He indicated that further steps would be discussed after the rally, depending on the response from the authorities.

Both CoSAAP and NMOPS have appealed to participants to maintain discipline and ensure that the protest remains peaceful. They also called on civil society organisations and the public to extend support to the movement.

The upcoming rally is expected to draw significant attention, as similar demands for the restoration of OPS have been gaining momentum in several states across the country.

Missing Minor Found Safe Near Tigdo Bridge

 


Doimukh, April 13:

A 16-year-old girl from Doimukh in Papum Pare district, who had gone missing on the evening of April 12, was safely traced near Tigdo Bridge, bringing relief to her family and local authorities.

The minor, identified as Pani Ruth, had reportedly left her home between 7–8 PM after an argument with her parents. According to family members, she became emotionally distressed following repeated advice and scolding during the discussion.

Sources indicate that during this vulnerable period, the girl had been in contact with an individual she met online, who allegedly promised to arrange a job for her in Mumbai. Influenced by the interaction and the tense situation at home, she decided to leave and attempted to travel alone. She was reportedly planning to board a train from the Naharlagun–Gumto area to Guwahati, and then proceed onward to Mumbai.

However, before she could continue her journey, she was located near Tigdo Bridge and safely recovered. Authorities stated that the minor later realized the risks involved and chose not to proceed further with her travel plans.

Police officials have issued a caution regarding the growing threat of online manipulation and fraudulent job offers circulating through social media platforms. They have urged parents to maintain open communication with their children and advised youngsters to avoid trusting unknown individuals online without proper verification.

The incident concluded without harm, with the girl safely reunited with her family. Authorities also stressed the importance of increased awareness about cyber safety and the dangers of online grooming targeting vulnerable teenagers.

East Kameng Launches Phase-1 Training for Census 2027

 

Seppa, April 14:

In a significant step towards the successful conduct of Census 2027, the training programme for Enumerators and Supervisors on House Listing & Housing Census (Phase-1) has commenced in East Kameng district at the District Census Charge level from April 13, 2026.

The first phase of the training programme was rolled out across multiple administrative circles, including Seppa Urban, Seppa Rural, Bana, Debeyer, and Richukrong. This marks the beginning of an extensive and structured preparatory exercise aimed at ensuring accuracy, efficiency, and transparency in the upcoming census operations.

The sessions were conducted by trained Field Trainers and closely supervised by the Charge Census Officers of the respective circles. Their oversight ensured that all training modules were delivered in accordance with national census guidelines and standard operating procedures.

The training programme was designed to provide a comprehensive understanding of the House Listing & Housing Census (Phase-1) process. Enumerators and Supervisors were oriented on their specific roles and responsibilities, with detailed sessions on enumeration techniques, survey protocols, and field-level coordination.

Special emphasis was placed on the importance of accuracy and accountability in data collection. Participants were instructed on the need to carefully verify household information, validate responses provided during the self-enumeration phase, and ensure authenticity through proper field verification. Officials highlighted that reliable data collection forms the backbone of effective policy planning and governance.

As per the schedule, the self-enumeration phase will be conducted from April 16 to April 30, 2026, allowing households to submit their information digitally. This will be followed by the field survey phase, during which enumerators will visit households between May 1 and May 30, 2026, to verify and finalize the data.


A key highlight of the training programme was the integration of digital technology into census operations. Participants received hands-on training in the use of mobile applications designed for mapping, data collection, and real-time reporting. The sessions covered geo-tagging of households, digital data entry, error minimization techniques, and secure submission protocols. Trainees were encouraged to adopt these technological tools proactively to enhance efficiency, accuracy, and transparency in the enumeration process.

In addition, the training addressed practical challenges that may arise during fieldwork, including communication with respondents, handling discrepancies in data, and ensuring complete coverage of assigned areas. Interactive sessions and demonstrations were conducted to strengthen field readiness and problem-solving capabilities of the participants.

The initiative reflects the district administration’s strong commitment to conducting a transparent, inclusive, and technology-driven Census 2027. With well-trained manpower, clear operational guidelines, and the integration of digital systems, East Kameng aims to achieve comprehensive coverage and high-quality data collection.

Officials informed that further phases of training will be conducted across remaining circles of the district to ensure that all enumerators and supervisors are adequately prepared for the census exercise. The administration remains focused on building a robust and efficient system that will contribute to the successful execution of one of the country’s most important national exercises.

₹196.44 Cr Development Boost for Siang District

 


Pangin, April 24:

In a major boost to infrastructure and public services, Siang district witnessed a significant wave of development on Tuesday, with projects worth ₹196.44 crore being launched and inaugurated across key sectors including education, connectivity, housing, and public safety.

A series of foundation stones were laid for critical infrastructure initiatives aimed at improving administrative efficiency and community welfare. These include government staff accommodation, a Dere (community hall) at New Hiram Riga, a women police station at Pangin, and multi-purpose cultural facilities. Several education-focused projects were also initiated, such as hostel buildings, staff quarters, additional classrooms, and academic-cum-administrative blocks at GHSS and GSS in Pangin and Boleng.

Road infrastructure received considerable attention, with township road improvements planned for Boleng and Pangin under CMCSRDP-II, along with the construction of the Yibuk–Lising road (Phase-I). Boundary walls and staff quarters for schools across the district were also included in the development agenda.

In addition, 100-bed capacity hostel buildings (19 units) under the DAJGUA scheme are set to be developed across various districts of Arunachal Pradesh, further strengthening educational infrastructure.

Several completed projects were simultaneously inaugurated, marking immediate benefits for residents. These include the Government Industrial Training Institute (ITI) at Pangin, a double-lane CC pavement road connecting BRTF Rengo Road to District Hospital in Boleng, a 70-metre Bailey Bridge over the Subbung River on the Dosing–Pareng–Yibuk route, and a new fire station at Boleng (Rengo).

The initiatives collectively aim to enhance connectivity, strengthen institutional infrastructure, and improve public service delivery in Siang district, reflecting a focused push toward balanced regional development.
