₹50,000 Fine for Illegal Garbage and Debris Dumping in Itanagar

Itanagar, March 23:

The Itanagar Municipal Corporation (IMC) has issued a public notice enforcing a strict ban on indiscriminate dumping of solid waste, plastic, and construction debris across the capital region. The move comes in response to growing concerns over the increasing instances of waste being dumped along roadsides, highways, and other non-designated areas, affecting both public health and the environment.

Particular concern has been raised over the NH-415 stretch from Chimpu to Banderdewa, where such practices have reportedly become frequent. IMC stated that the act of dumping waste in unauthorized locations is a punishable offense under various provisions, including the Environment (Protection) Act, 1986, the Plastic Waste Management Rules, 2016, the Arunachal Pradesh Municipal Corporation Act, 2019, and the Arunachal Pradesh Solid Waste Management Bye-Laws, 2023.

As part of the enforcement measures, IMC has warned that violators will face a fine of ₹50,000 along with possible legal prosecution. The civic body has also made it mandatory for all commercial establishments to maintain a minimum of two dustbins with a capacity of 80–100 litres to ensure proper segregation and disposal of waste.

To ensure strict compliance, inspection drives will be carried out across the city starting March 30, 2026. Officials have urged residents, shopkeepers, and construction agencies to adhere to the guidelines and cooperate with authorities in maintaining cleanliness and environmental standards.

The notice was issued by Joint Commissioner Datum Gadi, who emphasized the need for collective responsibility in keeping Itanagar clean and sustainable.

4 Arrested, 20 Heroin Vials Seized in Naharlagun Twin Raids

Naharlagun, March 22:

In a significant crackdown on drug trafficking, Naharlagun Police conducted two coordinated operations at Dokum Colony and Kerekjuli, Pichola, leading to the arrest of four alleged drug peddlers and seizure of suspected heroin.

The first raid was carried out at Dokum Colony, where police recovered 10 vials of suspected heroin weighing approximately 12.90 grams from the residence of Tony Gamlin (28), a native of Tirbin in West Siang district.

During sustained interrogation, the accused revealed details about the source of the contraband, prompting police to launch a follow-up operation. Acting swiftly on the input, a trap was laid at Kerekjuli, Pichola to apprehend the supplier.

The second operation was led by Naharlagun Police Station Officer-in-Charge Inspector Krishnendu Dev. The team intercepted three individuals, Dibjyoti Kutum alias Raju (25), Boluram Doley (25), and Mitunjoy Pegu (24), all residents of Dahgharia village in Assam’s Lakhimpur district, while they were allegedly attempting to deliver the contraband. The accused tried to flee on motorcycles but were successfully apprehended.

Police recovered another 10 vials of suspected heroin weighing approximately 12.85 grams from their possession. Two motorcycles used in the transportation of the contraband were also seized.

Altogether, 20 vials of suspected heroin weighing around 25.75 grams were seized in the twin operations.

The entire operation was conducted under the supervision of Naharlagun SP Dr. Nyelam Nega. A case has been registered at Naharlagun Police Station under Sections 21(b)/27/29 of the NDPS Act, and further investigation is underway to trace the wider drug network.

G-RAM G Row in Arunachal Over Face Verification, Connectivity Issues

Itanagar, March 23:

The implementation of the G-RAM G Act 2025 in Arunachal Pradesh has come under scrutiny, with concerns over the scheme’s reliance on Face RD (face-based biometric) verification for beneficiary registration. Ground reports suggest the requirement is becoming a barrier for many eligible individuals seeking welfare benefits.

The verification process under the scheme is being carried out using Face RD technology, which captures and matches facial features through a mobile-based system linked to the Unique Identification Authority of India. Introduced under the VB–G RAM G framework (formerly MGNREGA), the system aims to modernize attendance tracking and prevent fraud while enabling contactless authentication.

However, the rollout has faced challenges on the ground. Several videos circulating on social media show public frustration over difficulties in completing registration. Many report two key issues, failures in face-based verification and weak internet connectivity in remote villages. In one such video, people are seen gathering on a hilltop forested area to access network coverage, yet still facing authentication problems.

Critics warn that while the system aims to improve transparency, it may end up excluding genuine beneficiaries. The elderly, daily wage earners, and residents of remote areas are particularly affected, as failed verification or poor connectivity can lead to denial of benefits despite eligibility.

The issue has also taken on political significance, with questions being raised under the broader governance framework of the Bharatiya Janata Party’s “double-engine” model. Calls are growing for intervention to ensure that technology does not limit access to welfare.

The National Students’ Union of India Arunachal Pradesh unit has also raised concern, citing viral videos of villagers struggling with the verification process. The organisation termed it troubling that citizens, especially the elderly and labourers are being denied services due to technical failures and lack of proper facilitation.

NSUI Arunachal has demanded immediate fixing of technical issues, better on-ground assistance at centres, and a public assurance that no citizen will be denied benefits due to technological glitches. It also stressed that welfare schemes must serve people rather than create barriers.

Attention has turned to leaders including Prime Minister Narendra Modi, Union Minister Kiren Rijiju, and MP Tapir Gao, with expectations of corrective measures.

As the debate continues, the focus remains on ensuring inclusive welfare delivery while maintaining transparency in the system.
