Itanagar, May 5:

The All Arunachal Pradesh Students’ Union (AAPSU) has announced the construction of a “Statue of Honesty” in memory of Lt. Gyamar Padang, the whistleblower associated with exposing the Arunachal Pradesh Public Service Commission (APPSC) paper leak scam.

The announcement was made earlier today by AAPSU President Meje Taku while attending the Arunachal Panorama at Rajiv Gandhi University (RGU), Rono Hills.

Describing the initiative as a tribute to courage and truth, AAPSU stated that the statue will be established at 6 Kilo, Itanagar, where land has been officially reserved for the project. A signboard installed at the site confirms the reservation and outlines the purpose of the memorial.

Calling it “a symbol of courage rising where truth once fought alone,” the union said the statue will honour Gyamar Padang’s role as a brave whistleblower and his commitment to integrity. The initiative is being undertaken by Team AAPSU with the aim of inspiring future generations to uphold honesty and stand against corruption.

Speaking on the project, Meje Taku said that AAPSU will approach the government for funding support. However, he asserted that even if the government declines, the union will proceed with the construction using AAPSU’s own funds.

The site dedication took place shortly after the announcement, marking the foundation for the proposed monument. Further details regarding the design, funding, and construction timeline are expected to be shared by AAPSU in the coming days.

Arunachal to Face 8–10 Day Power Disruptions from May 7

Itanagar, May 5:

Several districts across Arunachal Pradesh are expected to experience power disruptions starting May 7, following significant damage to a key transmission line caused by strong winds during a localized cyclonic event on April 25, 2026.

According to official sources, two transmission towers, identified as Towers A and D at Location No. 30, on the 132 kV line owned by Power Grid Corporation of India Limited have sustained major structural damage. The affected line lies between the Hoj Power House of the Panyor Hydroelectric Plant and the Ziro 132/33 kV Sub-Station near Posa village in Keyi Panyor district.

Authorities have deemed immediate repair work essential to prevent further structural failure and avoid potential cascading damage to nearby towers. In response, the North Eastern Regional Power Committee has approved a continuous shutdown of the transmission line for 8 to 10 days, beginning May 7, to facilitate restoration.

During this shutdown period, grid power supply is likely to be affected in multiple districts, including Keyi Panyor, Kra Dadi, Kurung Kumey, Lower Subansiri, Kamle, Upper Subansiri, Lepa Rada, Lower Siang, West Siang, Siang, and East Siang. Residents in these areas may face load shedding and low-voltage conditions.

To mitigate the impact, authorities will attempt to maintain basic electricity supply through alternative transmission routes via the Kathalguri–Namsai and Chapakua–Roing lines. However, due to extended transmission distances and the radial configuration of the network, consistent voltage levels may not be sustained across all substations.

As a result, selective load shedding on certain 33 kV feeders may be necessary. In more severe cases, temporary shutdown of outgoing feeders from upstream 132/33 kV substations at Yachuli, Ziro, Daporijo, Basar, Aalo, and Pasighat may also be required.

Napi Modi, Head of the State Load Despatch Centre (SLDC) and Superintending Engineer (E), SO & PSC Circle, Department of Power, Chimpu, stated that these measures are essential to ensure system stability during the repair period.

The Arunachal Pradesh State Load Despatch Centre, on behalf of the Department of Power, Government of Arunachal Pradesh, has appealed to residents and electricity consumers in the affected districts to cooperate and bear with the temporary inconvenience caused by the unavoidable disruption resulting from the natural calamity.

AAPYO Gives 7-Day Ultimatum Over NH-415 Flyover Corruption Allegations

Itanagar, May 4:

Itanagar, May 4, 2026: The All Arunachal Pradesh Youth Organization has issued a 7-day ultimatum to the state government, demanding immediate action over alleged corruption and substandard construction in the NH-415 Package-B flyover project between Papu Nallah and Nirjuli. The project, valued at ₹341.71 crore, is currently under scrutiny following claims of serious structural and financial irregularities.

In a formal letter (Ref. No. AAPYO/CM-04-26 dated May 1, 2026) addressed to the PWD Minister, who also holds the portfolios of Home and Chief Vigilance, the organization accused officials of embezzlement linked to 3% agency charges received from the Ministry of Road Transport and Highways. AAPYO stated that despite disbursement of over 63% of the project funds (exceeding ₹214 crore), the execution has “miserably failed.”

Technical assessments conducted on February 8, 2026, using rebound hammer and ultrasonic pulse velocity (UPV) tests reportedly found 31 piers and 25 girders structurally unsafe, raising serious public safety concerns.

Key Demands Raised by AAPYO

AAPYO outlined several immediate measures:

Dismantling Estimates: Submission of cost estimates for dismantling 62 compromised piers to the MoRTH Regional Office in Tezpur.

Payment Suspension: Immediate halt to all payments related to Package-B until satisfactory structural reports are produced.

Independent Probe: Constitution of a one-man inquiry committee led by a retired High Court judge to investigate PWD officials and contractors.

Blacklisting Firms: Permanent blacklisting and termination of involved firms, including M/s Woodhill-Shivam JV, M/s SPS Technocrats, and M/s AECOM, citing repeated failures in quality, drainage, and safety compliance.

Office Relocation: Shifting of the MoRTH Regional Office from Tezpur to Nirjuli to improve oversight and coordination.

The organization warned that failure to act within seven days would lead to a 36-hour capital bandh, potentially disrupting normal life in the Itanagar-Naharlagun region.

Dispute With PWD Officials

AAPYO also rejected the Minutes of Meeting (MoM) issued by Chief Engineer CS Choutang on April 24, 2026, calling it “illegal and misleading.” The group had reportedly walked out of a tripartite meeting held at the residence of the PWD Adviser, citing lack of transparency.

The organization further referred to PIL No. 11/2024, which is ongoing against the contractors, alleging continued negligence by the PWD Highway and Naharlagun divisions despite court permissions for maintenance.

Public Safety Concerns

AAPYO emphasized that the stalled and structurally compromised project poses a direct risk to commuters along NH-415. It accused authorities of failing to respond to repeated grievances, leaving the project in a deteriorating and potentially hazardous condition.

The coming week is expected to be critical, as the state government faces mounting pressure to respond to the allegations and avert possible public agitation.

Hawai, May 4:

A verification drive conducted by Hawai Police at the under-construction Girls’ Hostel site has led to the detention of three labourers found without valid Inner Line Permits (ILPs), officials confirmed on Monday.

The operation was carried out on May 3 following specific information received from Shri Chogin Tayang, who reported that some workers at the site might not possess valid ILPs. Acting promptly, a team from Police Station Hawai visited the construction site and brought all 25 labourers present to the police station for document verification.

During scrutiny, 22 labourers were found to be in possession of valid temporary ILPs issued from Dirak Gate in Namsai district.

However, three labourers were unable to produce valid ILPs. They have been detained and are set to be produced before the Executive Magistrate, Hawai, for prosecution under Section 3 of the Bengal Eastern Frontier Regulation (BEFR) Act, 1873.

The district police reiterated that enforcement of ILP regulations remains a priority. Alongside routine checks at designated entry gates, surprise verification drives at worksites are being conducted to ensure compliance.

ACS Dharna in Itanagar Demands CM Resignation for Fair Probe

Itanagar, May 3:

The Arunachal Civil Society (ACS), led by Byabang Joram and Narang Chatung, has announced a three-day sit-in dharna from May 4 to 6 at Tennis Court, Itanagar. The protest aims to press for the resignation of the Chief Minister, with ACS asserting that a fair and impartial investigation cannot take place while he remains in office.

Raising questions over the state government’s intentions, Joram expressed concern about a high-level meeting scheduled for May 5 at the Civil Secretariat. The meeting is expected to bring together top engineering and nodal officials, which ACS believes may influence the course of the ongoing developments.

Drawing comparisons with precedents in other states, Joram stated that leaders facing investigations by the Central Bureau of Investigation (CBI) have typically stepped down to ensure transparency.

He emphasized that resignation on moral grounds would allow for an unbiased probe, adding that the Chief Minister could reassume office if cleared of all charges.

Highlighting concerns over administrative pressure, Joram argued that senior officials may hesitate to provide honest statements if the Chief Minister continues in office. “No employee would speak freely against their superior in such a situation,” he said, stressing that the CBI probe must be conducted without any perceived influence.

ACS further warned that if the Chief Minister does not resign after the three-day dharna, the organization will intensify its democratic movement in the coming days.
