Earth Cutting Banned in Itanagar Amid Landslide Risk

Itanagar, March 18, 2026:

The District Magistrate of Itanagar Capital Region has imposed an immediate ban on all earth cutting activities across the jurisdiction, citing serious safety concerns and increasing risks of landslides.

The order, issued by District Magistrate-cum-Deputy Commissioner Shri Toko Babu, highlights that unauthorized earth cutting has been taking place at multiple locations without prior approval from competent authorities. Such activities have been identified as a major threat to human life, particularly during the monsoon season, when landslides and road blockages become more frequent.

According to the directive, illegal earth cutting not only endangers lives but also leads to obstruction of drainage systems and river streams. It further results in damage to public infrastructure, including government buildings, roads, culverts, stormwater drains, and other essential facilities. The administration also noted that these activities have caused blockages along key routes such as NH-415 and various sector roads, disrupting connectivity.

Invoking provisions under Sections 30(1) and 34 of the Disaster Management Act, 2005, the district administration has taken this step as a preventive measure to mitigate potential disasters and ensure public safety.

Official order issued by the Deputy Commissioner, Itanagar

The order mandates that all private individuals as well as government organizations must immediately cease earth cutting activities until further notice. Administrative officers, including the Additional Deputy Commissioner (ADC) Itanagar/Naharlagun and the Circle Officer (CO) Banderdewa, have been directed to enforce the ban strictly within their respective jurisdictions.

To support enforcement, the Superintendent of Police, Itanagar/Naharlagun, has been instructed to deploy adequate police personnel as required. The public has also been encouraged to report violations to the District Grievances Redressal Cell.

The administration has warned that violators will face strict legal action under relevant provisions of the Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and the Disaster Management Act, 2005. FIRs will be registered against defaulters by the concerned authorities.

The move is aimed at preventing disasters ahead of the monsoon season and ensuring the safety of residents and infrastructure in the capital region.

The demonstration remained peaceful but drew significant participation from people across different sections of society, reflecting widespread concern over governance and transparency in public infrastructure works.

Protesters alleged that the process of awarding government tenders lacked fairness and accountability, leading to growing dissatisfaction among local stakeholders. Many participants expressed that such practices not only undermine development but also erode public trust in the system.

ADISU Holds Two-Day Protest at ABK Office in Pasighat, Opposes Re-Election Move

Pasighat, March 17, 2026:

The Adi Students’ Union (ADISU), under the leadership of its newly elected President Gomle Ratan, staged a two-day peaceful protest from March 16 to 17 at the office of the Adi Bane Kebang (ABK) in Pasighat, voicing strong opposition to the decision to initiate a re-election process.

The protest witnessed participation from several ADISU members and supporters, who gathered to express their dissatisfaction over what they termed as an attempt to undermine the democratic process of the student body. The demonstrators emphasized that the issue not only concerns the union’s internal functioning but also has wider implications for unity within the Adi community.

Addressing the media during the protest, President Gomle Ratan stated that the ADISU election had already been conducted in accordance with established rules and procedures. He asserted that the election process was completed transparently and the results were officially finalized, leaving no room or justification for a re-election.

Ratan further alleged that the recent move by ABK to call for a fresh election has created confusion among members and raised serious concerns about interference in the union’s democratic framework. He stated that such actions risk weakening trust among students and could lead to unnecessary divisions.

The ADISU leadership firmly rejected the decision to conduct a re-election and reiterated their commitment to stand by the results that have already been declared. According to the union, any attempt to disregard the completed election undermines the collective mandate of the members who participated in the process.

During the course of the two-day protest, the union also highlighted that the agitation was carried out peacefully with the intention of safeguarding the rights of students and maintaining harmony within the community. Protesters called upon the concerned authorities to respect the democratic outcome and avoid actions that could disturb the unity between students and the Adi community as a whole.

President Ratan further cautioned that if any law and order situation arises due to the ongoing issue, responsibility would lie with those pushing for the re-election process. He maintained that ADISU has followed all proper procedures and that the current situation has arisen solely due to external decisions that contradict the completed electoral process.

The protest concluded with a clear demand from ADISU for the recognition and acceptance of the already conducted election results. The union urged ABK to reconsider its decision in the interest of maintaining unity, transparency, and democratic values within the organization and the broader Adi community.

ACCYWA Seeks Easing of Weekly Market Curbs in ICR

Itanagar, March 17, 2026:

The All Capital Complex Youth Welfare Association (ACCYWA), led by President Byabang Azat Dui and General Secretary Vikas Rava, has submitted a formal representation to the Home Minister on March 17, 2026, seeking reconsideration of the recent order restricting weekly markets in the Itanagar Capital Region (ICR) to a single day, Saturday.

In its appeal, ACCYWA highlighted the severe impact of the restriction on hundreds of small-scale vendors who depend entirely on weekly markets for their livelihood. The association stated that many of those affected include widows and single parents, for whom these markets serve as the only source of income. The sudden limitation, it noted, has disrupted their earnings, pushing several families into financial distress and affecting the welfare of their children.

The representation also raised concerns about vendors who had taken informal loans from local moneylenders to sustain their businesses. With reduced opportunities to operate, many are now unable to repay these debts, increasing their vulnerability to financial pressure and possible harassment.

ACCYWA emphasized that a large proportion of vendors are women who cannot afford permanent commercial spaces due to high rental costs. Weekly markets, the association said, offer an affordable and accessible platform for them to earn a living without significant financial investment.

The current restriction stems from an order issued on March 6 by the Commissioner (Home), directing weekly markets across Arunachal Pradesh to operate only once a week, with Saturday designated for the ICR region. The move followed demands from organizations such as Arunachal Pradesh Indigenous Youth Organisation (APIYO), which has been advocating against illegal structures and the influx of illegal immigrants. APIYO argued that weekly markets could be misused as entry points by outsiders into the state.

Since the order came into effect, local vendors have expressed strong resentment, citing loss of income and growing economic hardship.

ACCYWA has urged the government to either revoke the restriction or introduce alternative measures that balance regulatory concerns with the protection of livelihoods. The situation now awaits the government’s response, which will determine whether a more balanced approach can be adopted to address both security concerns and the economic well-being of local vendors.

ST Bachao Committee Announces Rally, Dharna Over Non-APST ST Issue

Itanagar, March 16, 2026:

The Arunachal ST Bachao Andolan Committee has announced a two-day protest programme, comprising a rally on March 24 followed by a dharna on March 25, to intensify its demand for the revocation of Scheduled Tribe (ST) status allegedly granted to non-Arunachal Pradesh Scheduled Tribe (Non-APST) individuals.

Addressing the media, committee representative Sol Dodum informed that the committee has been repeatedly seeking permission from the authorities to carry out the proposed democratic protest. However, permission has not been granted so far, with authorities citing the recently concluded legislative assembly session and the upcoming All Arunachal Pradesh Students’ Union (AAPSU) elections as reasons.

Despite this, Dodum stated that the committee remains determined to proceed with the agitation. He said the rally is scheduled to begin from Akashdeep and culminate at Tennis Court on March 24, after which a dharna will be staged and continue until March 25. He further asserted that members of the committee are prepared to face detention or any legal consequences in the course of their protest.

The ST Bachao Andolan Committee has been consistently raising concerns over what it alleges to be the inclusion of Non-APST individuals in the ST category within Arunachal Pradesh. According to the committee, such inclusions pose a serious threat to the constitutional safeguards and protections specifically meant for the indigenous tribal communities of the state.

Highlighting the situation in Tawang district, Dodum alleged that several individuals of Tibetan origin have reportedly obtained ST status and Permanent Resident Certificates (PRCs) through maternal lineage. He claimed that such practices undermine the integrity of the system and could potentially deprive genuine beneficiaries of their rightful opportunities in areas such as education, employment, and political representation.

He emphasized that the issue is not only administrative but also deeply linked to the identity, cultural preservation, and socio-economic security of the indigenous tribal population of Arunachal Pradesh. The committee maintains that failure to address these concerns in a timely manner could lead to long-term implications for the state’s demographic and constitutional framework.

Reiterating its demands, the ST Bachao Andolan Committee has urged the state government and concerned authorities to initiate an immediate and transparent review process to identify and revoke ST status granted to Non-APST individuals. The committee also called for stricter verification mechanisms to prevent alleged misuse of ST certification in the future.

The upcoming protest, according to the committee, is aimed at drawing the attention of policymakers and the general public to what it describes as a critical issue affecting the rights and future of Arunachal Pradesh’s indigenous communities.

Imphal, March 15, 2026:

Several parts of Manipur were lashed by heavy rain, thunderstorms, and hail on 15 March, as a sudden weather system swept across the state bringing strong winds and intense showers. The storm developed rapidly during the afternoon hours, with dark clouds followed by heavy rainfall and hailstones striking multiple areas.

Residents in several localities reported that the hailstorm lasted for several minutes, with hailstones hitting rooftops, vehicles, and open fields. The strong winds and rainfall briefly disrupted normal activities as people rushed indoors for safety while the storm passed through the region.

The aftermath of the storm saw damage to houses and property, particularly structures with tin roofs which were dented by falling hailstones. Some vehicles parked in open areas also sustained minor damage as the hail struck during the intense downpour.

Farmers in several rural areas expressed concern over possible damage to standing crops and vegetable plantations, as the hail and strong winds hit agricultural fields. The storm raised fears of crop losses in certain areas where farming activities are currently underway.

In addition to property and agricultural damage, the storm also caused temporary disruptions to daily life, with heavy rain and gusty winds affecting visibility on roads and leading to brief power interruptions in some localities.

Despite the damage, the rainfall brought temporary relief from the prevailing warm weather conditions across the state, although the accompanying hail and winds created challenges for residents and farmers.

Meanwhile, similar weather conditions were reported in parts of Meghalaya on the same day. Areas including Tura in West Garo Hills district experienced heavy rainfall and hail during a powerful thunderstorm that damaged houses, vehicles, and crops.

Following the incident, the government of Meghalaya reviewed the situation, with Chief Minister Conrad K. Sangma directing officials to assess the damage and ensure assistance to affected households. District administrations were instructed to conduct field assessments and monitor the situation closely.

Weather officials noted that such pre-monsoon thunderstorms are common across the northeastern region during the months of March and April, often bringing lightning, heavy rain, gusty winds, and occasional hailstorms.

Authorities continue to monitor weather conditions as forecasts indicate the possibility of further thunderstorms and isolated hailstorms across parts of Northeast India in the coming days.
